National Tenant Scrutiny Conference 2023

The only national conference dedicated to Tenant/Resident/Customer led scrutiny is taking place on Wednesday 4th October 2023 at the Loughborough University Conference Centre.


The new Social Housing (Regulation) Act 2023 is bringing huge change to the social housing sector, but where does this leave Tenant/Resident/Customer led scrutiny?

Well, if you’re thinking maybe it can take a back seat now we have a stronger regulator, you definitely need to think again!

Recent comments from the Regulator suggest that tenant led scrutiny is very much part of their plans, especially when it comes to inspections, with Kate Dodsworth, Director of Regulation saying.


We want to read scrutiny reports and see if boards have heard and delivered on outcomes etc.

“We will come and talk to residents i.e, the Chair of Residents Scrutiny Panel or main customer voice etc”


Our third national conference therefore offers you a welcoming and dedicated space where you can explore where your scrutiny is now, examine how it will fit into a new regulatory world, and find out what others are doing.

We’ll also have experienced scrutiny practitioners, leading speakers, and workshop leaders lined up to share their insight and support to inspire, innovate and invite fresh thinking.

Tenant/Customer/Resident led Scrutiny has been around for over a decade now and no doubt it’s delivered some clear service improvements. But is that enough? Should it be more vocal, calling out disrepair and damp and mould issues for example? Should it focus solely on tenants concerns rather than landlords' priorities? Is it just too landlord controlled to deliver any challenge or accountability?

Join us as we tackle some controversial, but important issues at our lively discussion forum, and have your say on whether you think tenant led scrutiny is doing just fine or if it really needs to up its game!

Scrutinising Repairs and Maintenance

Do you want to influence the Better Social Housing Review and help set the groundwork for the work of the best practice group on scrutiny, transparency, and visibility? If so, then this session delivered by the CIH is for you. Give your views on what landlords can do to help you scrutinise the repairs and maintenance services better? This will include exploring what measures should be reported on? What performance standards should be tracked? How should the data be presented? And much more

No matter how great your scrutiny strategy or processes are, without the right organisational culture in place, it will struggle to succeed.  This session explores how you can promote and build a scrutiny positive culture in your organisation, where staff/Board members/ Councillors all believe in it, support its purpose, and ensure its recommendations are implemented

Back by popular demand, we end our conference with some peer-to-peer learning!  Our showcase session puts Tenants, Residents, Customers and Staff on centre stage to share their scrutiny tips, approaches, and success stories with you.

A great chance to see what others are doing and celebrate all that is good about scrutiny. We will also have time for some audience participation, so join us in creating a real feel- good vibe to wrap up this year's conference with!

About the Venue

Located on Loughborough University's campus in the East Midlands, Holywell Park Conference Centre is easily accessible by road, rail and air.   It is located just one mile away from junction 23 of the M1.

Travelling by Rail

The venue is just three miles from Loughborough railway station, a 10 minute cab ride away or 20 minutes on a shuttle bus.

The centre is within easy reach of Loughborough railway station. The university shuttle bus service Kinchbus Number 7 runs every 10 minutes from the station with a stop located directly next to Holywell Park.
