Tenant Engagement in Procurement

Many of the services that tenants rely on are out-sourced to private contractors. Getting the contract specification for this work right can make a huge difference to tenants, reflected in satisfaction levels and the smooth running of the contract. This course looks at how tenants can be involved meaningfully in preparing contracts, selecting contractors, and monitoring ongoing performance.

Procurement can be baffling for non-specialists but this course cuts away the jargon so you can understand the process. The regulatory system for social housing gives tenants the right to influence the formulation of their landlord’s housing-related policies and strategic priorities and in the making of decisions about how housing-related services are delivered, including the setting of service standards.

This course explores how can this can happen in practice and how tenants play a meaningful role in a process which can involve a lot of technical expertise – and time. It looks at how housing staff and procurement specialists can support tenants to share their valuable insights and experiences as customers and work to co design service and contracts that deliver value for money.

Course content

By the end of the course you will:

  • Have an overview of the whole process of procurement
  • Be aware of the legal and regulatory framework for procurement in social housing
  • Understand the key questions that social landlords and their tenants face in developing procurement strategies
  • Understand the 3 essential stages in managing contracts, and the roles that tenants can play in each
  • Know what’s involved in contract packaging and specification, tendering and selecting contractors, and monitoring and reviewing contracts
  • Understand the jargon around procurement
  • Feel much more confident about asking questions and making suggestions
  • Know how to establish and sustain effective partnership working between residents, officers and contractors.

Audience

This course is designed for anyone involved, or intending to become involved, in some or all aspects of procurement; for example: a procurement panel, contractor selection or contract monitoring board. It is also extremely useful for residents involved in scrutiny. Housing staff or procurement specialists will also benefit by understanding how they might best communicate with and engage with interested residents.
